IMPORTANT: As part of this course, attendees will need to have access to their Pay 25 levy report. Please either bring a printed copy of your Pay 25 levy or a laptop for you to access it. All other printed handouts will be provided onsite to attendees.
This session is being held in-person, but will be recorded. For access to the recording ONLY, registration will be made available after the live session date.
This is the only certification course that is presented each year, and in 2027 it will be held in the Twin Cities area.
Completion Criteria
To complete this workshop and receive the 3 MASBO and BOSA credits, you must attend no less than 90% of a session to be marked complete, and take the course quiz after the session is complete. A link to the quiz can be accessed by clicking on the Completion and Certificate button. A score of 70% or higher is required for successful completion of the course towards your certification program requirements. This session will be recorded for on-demand viewing 90 days after the original presentation date. Once the session has been viewed live or virtually, you have 30 days to complete the quiz.
Certification Program Requirements
The Minnesota Association of School Business Officials has established a voluntary certification program for all MASBO members and nonmembers. The courses are designed to train current and prospective school business officials and offer practical information to assist members in excelling in their profession.
All Certification Courses are open to all members, but an application for the Certification Program must be completed prior to attendance for course participation to apply to the program.
As the Director of School Finance for the Minnesota Department of Education (MDE), Cathy oversees teams responsible for general education and categorical funding, levy process and certification, financial audits, aid payments, budget forecasting, and more. Her work also includes managing data related to students, transportation, and MDE-ORG sites, as well as overseeing special education funding and facilities maintenance. She frequently speaks at Minnesota Association of School Business Officials (MASBO) conferences and co-presents at the Minnesota School Boards Association (MSBA) Phase II Finance training. Before joining MDE in July 2022, Cathy spent 23 years in school finance, serving in leadership roles at Duluth Public Schools, Arrowhead Regional Computing Consortium (ARCC), and Lake Superior School District. She also taught school finance as an adjunct instructor at St. Mary’s University. Cathy holds a bachelor's degree in management from the College of St. Scholastica.
