Over the last few years, Minnesota has received ESSER III funding to help schools support students during COVID, federal COVID funding – ESSER III – to help Minnesota schools support the needs of students. These funds have a final obligation deadline of September 30, 2024. This session will review the history of the program and provide information on requirements for drawing the remaining funds.

Stephen Knutson serves as general legal counsel for many Minnesota school districts in all areas, including public sector employment, employee discipline and discharge, reductions in force, unfair labor practices, discrimination, student discipline, student rights, data privacy, open meeting law, competitive bidding and public contracting, special education, construction and litigation. Mr. Knutson has successfully represented school districts through all phases of litigation, including administrative hearings, state and federal courts in Minnesota and the 8th Circuit Court of Appeals.
Jennifer Lotze joined the Cybersecurity and Infrastructure Security Agency (CISA) in 2024 as a Cyber Security Coordinator for the state of Minnesota, where she supports the CISA mission to strengthen critical infrastructure. Jennifer began work as a special education teacher, found an affinity for technology, and progressed to a lead tech role at the Hudson (Wisconsin) School District. Responsible for providing equitable and accessible technology for all students, Jennifer led complex projects to provide seamless technology integration across educational practices and platforms. Jennifer is the current Northwest Region President for Women in Technology – Wisconsin, and previously held leadership roles for the Wisconsin Educational Technology Leaders, the National Cyber Watch Center, and other organizations. Jennifer holds a Bachelor of Arts and a graduate degree from Wisconsin’s Carthage College, and is a Certified Educational Technology Leader and certified Google Education Trainer.
Deb graduated magna cum laude from Augsburg University with a B.A. in Business Administration with a concentration in accounting and finance. She was an auditor for 4 1/2 years for the Minnesota Department of Transportation, and has 16 years of experience as a Supervisor of Accounting for two different school districts. Deb has worked at MDE since December 2014 in the Division of School Finance.
Gayra Ostgaard is the Data Management and Student Accounting Supervisor at the Minnesota Department of Education. She has been at MDE for seven years and prior to joining School Finance worked as the Data Governance Coordinator for MDE. Her team of nine people is responsible for many of the data the systems districts and charters report funding related data to MDE including but not limited to MARSS, transportation, and PSEO data.
