This session will cover FY26 UFARS codes, FY27 UFARS codes and changes resulting from the 2026 legislative session, along with important UFARS accounting reminders. This session will provide practical guidance on the reports available, what to look for, and how to use MARSS data to support accurate reporting and maximize revenue.

When energy bills spike and buildings age, school budgets suffer. Clean energy upgrades—modern HVAC, solar, and batteries—can cut costs and create healthier learning environments. Using Midwest case studies, this session explains the current status of key federal tax credits, highlights standout projects, and shows how to assemble practical funding stacks for priority facility upgrades in 2026 and beyond.

This presentation describes the components of an effective 403(b) program, summarizes recent changes in SECURE 2.0, discusses the December 31 plan restatement deadline, and provides tips for optimizing the program to provide maximum benefit to the district and employees.

School districts face growing financial pressures from enrollment shifts, workforce challenges, inflation, and evolving student needs. This session will explore practical strategies for building long-term financial sustainability, including multi-year forecasting, enrollment analysis, expenditure management, revenue optimization, and strategic use of reserves. Participants will gain tools to align resources with district priorities, manage financial risk, and support both fiscal stability and student success.

This session will provide a practical overview of STAR Reporting for district staff responsible for data entry and submission. Review key licensure requirements, annual changes, available reports, and resources to help answer common questions and ensure accurate reporting.
Valerie Dosland is the Director of Government Affairs at Ewald Consulting, where she provides strategic government relations and lobbying services to clients focused on early childhood and K–12 education. She partners with organizations on policy development, legislative strategy, grassroots engagement, and ongoing monitoring of state legislative activity. Prior to joining Ewald Consulting in 2005, Valerie spent nine years at the Minnesota House of Representatives as a research consultant, specializing in early childhood and K–12 education policy. She brings institutional knowledge and long-standing relationships within the legislative process to her work. Valerie holds a Bachelor of Arts degree from the University of Minnesota, is an alumnus of the University’s Humphrey Policy Fellows Program, and a former board member of the YMCA Youth in Government Program.
Tiffany Gustin serves as the Director of Management and Insurance Trust Services for the MN School Boards Association. Before working for MSBA, she served as a school district Business Manager for ten years. Prior to working in school finance, she was a software engineer and database analyst in the private sector and worked in county government.
In her spare time, she is a volunteer first responder, church pianist, and is the Chief Operations Officer of a crazy household made up of her husband, two adult children and way too many animals. She loves coffee, bacon, campfires, and spending time with her family, especially the dogs.
Katie Klanderud is the Director of Board Development at the Minnesota School Boards Association (MSBA.) In her 15th year of planning conferences and presenting workshops for MSBA she has had the opportunity to meet with hundreds of school board members and school district staff across the state of MN.
Daley Lehmann has experience managing and analyzing public sector budgets and financial operations, with a proven track record in developing annual budgets, managing municipal debt, developing policies, analyzing capital financing, and evaluating department budgets. He also has knowledge of statistical, financial, and research methods.
Peter Martin represents local governmental entities in matters related to the issuance of taxable and tax-exempt municipal debt. He has acted as bond counsel in a variety of financing structures, and regularly guides school districts through the complexities of election law, business transactions and real estate matters.
Deb graduated magna cum laude from Augsburg University with a B.A. in Business Administration with a concentration in accounting and finance. She was an auditor for 4 1/2 years for the Minnesota Department of Transportation, and has 16 years of experience as a Supervisor of Accounting for two different school districts. Deb has worked at Minnesota Department of Education since December 2014 in the Division of School Finance.
Gayra Ostgaard is the Data Management and Student Accounting Supervisor at the Minnesota Department of Education. She has been at MDE for seven years and prior to joining School Finance worked as the Data Governance Coordinator for MDE. Her team of nine people is responsible for many of the data the systems districts and charters report funding related data to MDE including but not limited to MARSS, transportation, and PSEO data.
As President and General Counsel of Aviben, Trent Pepper (J.D., MBA) oversees the company’s strategic initiatives, core processes, and legal affairs. Trent previously served as Senior Vice President and General Counsel in the health care industry, worked as an attorney in private practice, and clerked on the U.S. Court of Appeals for the Eighth Circuit and the Minnesota Supreme Court.
Lori Volz is a director with Baker Tilly Municipal Advisors specializing in serving public schools. She has more than 40 years of experience in the field of school finance, previously serving as executive director of finance and operations, deputy superintendent for public school districts and municipal advisor. Lori is a member of the MASBO Legislative Committee and holds a school superintendent license through the Minnesota Department of Education. She was a recipient of a Pinnacle Award through ASBO International as well as a MASBO School Business Official of the Year.
