Shoua Moua serves as an Program and Collaboration Specialists with the Minnesota Department of Children, Youth & Families, where she supports statewide implementation of the Voluntary Prekindergarten (VPK) program. In her role, she works closely with districts and partners to strengthen early learning access, quality, and program effectiveness. Shoua brings a strong background in education coordination, community engagement, and culturally responsive practice, with experience supporting diverse learners and cross‑agency initiatives. She is committed to collaboration and systems improvement that uplift Minnesota’s children, youth, and families.
