Andrew Adams serves as Director of Business Services for Waseca Public Schools and brings more than 15 years of experience in finance and operations leadership. He partners closely with district leadership and school boards to strengthen financial stewardship, improve decision-making, and navigate complex organizational challenges with confidence and trust.
Jody Andres has more than 30 years of experience in the design and construction industry, most notably in the evaluating, planning, programming, and design of PreK-12 educational facilities. Throughout his career, Jody has assisted over 60 school districts in Minnesota, Wisconsin, Illinois, Iowa, and Michigan with their various facility needs.
Before becoming CEO of 4MATIV in 2018, Carl was COO/CFO for the Harvest Network of Schools in Minneapolis. From 2014-2017, he was a Vice President at Transdev, an international multi-modal transportation operator and manager. From 2010-2014, Carl served Boston Public Schools as Director of Transportation, transporting 32,000 students with a fleet of 750 vehicles. Carl has a Master of Public Policy and Urban Planning degree from the Harvard Kennedy School of Government, and was a Peace Corps Volunteer high school math teacher in Ghana. Carl holds engineering degrees from Northwestern University and lives with his wife and three children in Saint Paul.
Derrick has been in the pupil transportation industry since 2001 when he became the interim Director of transportation for Eden Prairie Schools, Eden Prairie, MN. In 2002 he was hired as the permanent Director of Transportation for Eden Prairie Schools. In 2009 he was hired as the Supervisor of Transportation for Hopkins Public Schools, Hopkins, MN. Derrick has BA in Corporate Management and a minor in Economics and Spanish.
Zach Barthel is a National Account Executive specializing in financing solutions for K-12 school districts and public-sector organizations. He works with school leaders, business offices, and technology teams to develop funding strategies for technology, infrastructure, and capital equipment initiatives. Zach focuses on helping districts preserve budget flexibility, optimize equipment lifecycles, and support long-term strategic goals through innovative financing programs. His collaborative approach and deep understanding of educational funding challenges have made him a trusted resource for school systems across the Midwest.
Aaron is a Senior Municipal Advisor with our School Finance team, bringing more than 16 years’ school finance experience to his role with the firm. Prior to joining Ehlers in 2021, he worked for seven years as the Director of Finance for South St. Paul Public Schools and served as the Finance Director for South Washington County Schools previously. Our clients appreciate Aaron’s keen understanding of the challenges Minnesota school districts face and how his analysis helps them drive projects toward successful completion.
Doug Cash is a Senior Manager in Eide Bailly’s Fraud & Forensic Advisory Services practice with decades of law enforcement and financial crime investigation experience. A retired detective and Certified Fraud Examiner, Doug helps organizations investigate fraud, quantify losses, strengthen internal controls, and reduce future risk through practical, results-driven solutions.
Tara Chapa is the Ed-Fi Technical Support Specialist for MDE. Tara has been at MDE for three years. Prior to joining MDE, she worked as a MARSS Coordinator at a district. Tara's current work focuses on supporting districts as they transition to reporting information to MDE via Ed-Fi.
With nearly 40 years of experience as an administrator and educator in Minnesota, most recently as the Superintendent for the La Crescent-Hokah Public School District, Mindy Crowley serves as Hoffman’s education specialist, where she’s tasked with cultivating relationships and using her expertise to guide school districts through the referendum process.
Jeff oversees DehlerPR, helps set strategy, and serves as senior project manager. With more than 20 years of communications and public relations experience, Jeff's greatest professional satisfaction comes from creating and implementing strategic communications plans that produce measurable results, including changed attitudes, perceptions, and behaviors.
Valerie Dosland is the Director of Government Affairs at Ewald Consulting, where she provides strategic government relations and lobbying services to clients focused on early childhood and K–12 education. She partners with organizations on policy development, legislative strategy, grassroots engagement, and ongoing monitoring of state legislative activity. Prior to joining Ewald Consulting in 2005, Valerie spent nine years at the Minnesota House of Representatives as a research consultant, specializing in early childhood and K–12 education policy. She brings institutional knowledge and long-standing relationships within the legislative process to her work. Valerie holds a Bachelor of Arts degree from the University of Minnesota, is an alumnus of the University’s Humphrey Policy Fellows Program, and a former board member of the YMCA Youth in Government Program.
Baillie Erickson is the Assistant Director at Edina Public Schools, where she plays a key role in managing the district’s financial operations, including budgeting, bank reconciliation, auditing, and financial reporting, ensuring accuracy, compliance, and smooth processes. She has a strong foundation in school finance and is actively involved with the Minnesota Association of School Business Officials (MASBO), serving as Vice Chair of the Professional Development Committee, and has completed MASBO’s Leadership Academy and Next Level Leadership program to further strengthen her leadership and expertise. Baillie holds a Bachelor’s degree in Agricultural Business Management and earned her School Finance Officer (SFO) Certification in 2025, reflecting her commitment to professional growth. Outside of work, she enjoys helping on her family’s crop production farm and spending leisure time with family and friends playing bingo and board games.
Cathy is the Executive Director of the Minnesota Association of School Business Officials (MASBO), bringing more than two decades of experience in school finance to the role. Prior to joining MASBO, she served as Director of School Finance at the Minnesota Department of Education, overseeing areas including school funding, levy certification, financial audits, aid payments, budgeting, special education, and facilities. Cathy previously held leadership roles with Duluth Public Schools, the Arrowhead Regional Computing Consortium, and Lake Superior School District, and taught school finance as an adjunct instructor. She holds a bachelor’s degree in management from the College of St. Scholastica and is a longtime contributor to MASBO and Minnesota’s school finance community.
After graduating from Iowa State University with a degree in Hotel & Restaurant Management, Kim Franta worked for hospitality partners before feeling a call to serve her community differently. Growing up in a home with teachers, education felt like a natural fit. She has since merged her passion for hospitality and food with K-12 education as the Nutrition Services Director for several Minnesota school districts. In her role at CESO, she works with school districts to assess and strengthen the financial health of nutrition programs in school districts.
Paul Ferrin is currently the supervisor of the special education funding and data workgroup at the Minnesota Department of Education. He has worked at the department for 5 years in various roles including monitoring special education expenditures and providing data analytics to the special education funding workgroup.
Tiffany Gustin serves as the Director of Management and Insurance Trust Services for the MN School Boards Association. Before working for MSBA, she served as a school district Business Manager for ten years. Prior to working in school finance, she was a software engineer and database analyst in the private sector and worked in county government.
In her spare time, she is a volunteer first responder, church pianist, and is the Chief Operations Officer of a crazy household made up of her husband, two adult children and way too many animals. She loves coffee, bacon, campfires, and spending time with her family, especially the dogs.
Michael Hart joined PTMA in July 2020. He leads the Municipal Advisory practice for the firm in the state of Minnesota focused on public school districts. His experience includes leading school districts through the financial aspects of bond issues and referendums for both capital projects and operating funds as well as long term financial planning. Mr. Hart hold his Series 7, 50, 53, 54 and 63 securities licenses.
Trevor Helmers is a shareholder with the law firm of Rupp, Anderson, Squires & Waldspurger, P.A., practicing in all areas of school law, municipal law, labor and employment law, land use and environmental law, construction disputes, and civil and appellate litigation. He conducts employment investigations and leads contract negotiations, and his litigation experience includes lawsuits, arbitration proceedings, special education hearings, and a host of other administrative actions. Trevor regularly presents on topics from all areas of his practice, including developments regarding student searches and social media concerns for school employees and students. He is a member of the Minnesota Council of School Attorneys, the Minnesota State Bar Association, and the Hennepin County Bar Association, and has served as a Board Member for the Hennepin County Bar Foundation. He earned his B.A. degree with honors and distinction from Iowa State University, and his J.D. degree, cum laude, from the University of Minnesota Law School.
Joe Henry works to educate Minnesota state and local government agencies about the Sourcewell construction procurement option. He and his team oversee projects to ensure optimal outcomes. Joe resides in South Minneapolis with his wife and four daughters.
Dr. Eric Hudspith is Superintendent of Waseca Public Schools, where he works closely with district leadership to align financial stewardship, operational excellence, and strategic decision-making. Drawing on more than twenty years in public education, he shares practical leadership strategies that strengthen trust and organizational effectiveness.
As Vice President of Finance Consulting, DeeDee Kahring leads CESO’s Finance, Nutrition Services, Facilities and MARSS teams. DeeDee is well-known and respected in K-12 education and brings a wealth of knowledge to her clients from her successful career. She has led finance and business operations for several Minnesota school districts including Wayzata Public Schools, Eastern Carver County Schools and Cambridge-Isanti Schools.
Katie Klanderud is the Director of Board Development at the Minnesota School Boards Association (MSBA.) In her 15th year of planning conferences and presenting workshops for MSBA she has had the opportunity to meet with hundreds of school board members and school district staff across the state of MN.
Daley Lehmann has experience managing and analyzing public sector budgets and financial operations, with a proven track record in developing annual budgets, managing municipal debt, developing policies, analyzing capital financing, and evaluating department budgets. He also has knowledge of statistical, financial, and research methods.
Daniel Ludvigson has been a school superintendent since July 2017 and is currently working for the Long Prairie-Grey Eagle School District in rural central Minnesota. Mr. Ludvigson has delivered over 25 professional presentations in North Dakota and Minnesota, sharing insights on communication, relationship building, and leadership under scrutiny. He has had more than 20 articles in state and national publications, including the National AASA School Administrator magazine, on these topics as well.
John has over a decade of investment and financial services experience helping clients navigate the financial markets. Before joining ADM in 2017, he held Financial Advisor positions with national wealth management firms. He has partnered with more than 80 school districts across the Midwest to manage bond proceeds for capital projects totaling more than $2 billion. John is a registered Municipal Advisor Principal and a Certified Public Funds Investment Manager (CPFIM) and holds a bachelor's degree in finance from the University of Wisconsin - Milwaukee.
Jim represents public and private sector employers in a broad scope of employment and labor law issues. With legal experience and experience as a human resources professional, Jim brings a practical approach to help clients achieve their objectives. Areas of practice include employment contracts, severance agreements, employee handbooks and policies, wage/hour law, discrimination, employee discipline, non-compete agreements, Minnesota Data Practices Act, Minnesota Veterans’ Preference Act, collective bargaining, unfair labor practice defense, administration and interpretation of collective bargaining agreements, grievance arbitration and investigations of employee misconduct.
Peter Martin represents local governmental entities in matters related to the issuance of taxable and tax-exempt municipal debt. He has acted as bond counsel in a variety of financing structures, and regularly guides school districts through the complexities of election law, business transactions and real estate matters.
Deb graduated magna cum laude from Augsburg University with a B.A. in Business Administration with a concentration in accounting and finance. She was an auditor for 4 1/2 years for the Minnesota Department of Transportation, and has 16 years of experience as a Supervisor of Accounting for two different school districts. Deb has worked at Minnesota Department of Education since December 2014 in the Division of School Finance.
Bill Menozzi joined PTMA Financial Solutions in September 2025. Bill joins the firm with more than 15 years of experience in school finance and operations across Minnesota districts. Bill has a Certified Administrator of School Finance and Operations (SFO) designation from the Association of School Business Officials (ASBO).
Kate Mignano is an Analytics Advisor at Frontline Education who works alongside school district leaders to strengthen financial and operational decision-making through data. Drawing on her experience as a former secondary mathematics teacher, she brings a practical, educator-focused perspective to strategic planning and analytics.
Sarah Miller has 12 years of experience as a Director of Business for three Minnesota schools and as a consultant to Minnesota charter schools. She also spent 16 years with the Minnesota Department of Education (MDE), working with the Financial Management and Budget Facilities teams. Sarah holds a Bachelor of Science degree in Business Administration and Accounting from the University of Northern Colorado in Greeley. She also serves as an MDE representative for Homeland Security and Emergency Management.
Adrienne has 19+ years of public sector finance experience and specializes in public accounting and governmental audits, successfully guiding clients through ever-changing complexities related to administering federal funds. She is a leading resource on Federal Uniform Guidance and compliance with various federal financial programs for school districts and local governments.
Betsy is the Manager of Strategic Program Analysis for the MN Paid Leave Division at DEED where she leads efforts related to policy, rulemaking, and evaluation. She started her career in education and worked for Minneapolis Public Schools for nine years leading a variety of evaluation, innovation, and racial equity efforts. Before joining the State, she worked as the Director of Research at the Center for Economic Inclusion. She holds a master’s in public administration from the UMN Humphrey School and a BA from Rice University.
Lexi Olson is the Professional Development and Operations Coordinator for the Minnesota Association of School Business Officials (MASBO), where she leads professional development programs, conferences, certification initiatives, and member engagement. With experience in program management, nonprofit operations, fundraising, and video production, Lexi brings a creative and solutions-focused approach to her work. She enjoys building meaningful programs and resources that support MASBO members and strengthen school business operations across Minnesota.
Michelle Sagedahl began her career in food as a registered dietitian. Her initial exposure to food services came during her dietetic internship at Concordia College, where she focused on K-12 school nutrition. This experience ignited her passion for food services, particularly within the school system. She’s now been in school nutrition administration for several districts in Minnesota and is excited to bring a fresh perspective as she develops food service programs for CESO clients.
Matt Schmidt is an Institutional Sales and Relationship Manager based in Minneapolis, Minnesota. He manages client relationships in the upper Midwest, assisting municipalities, school districts, and institutional entities with investment advisory and consulting services. His work includes investment pool guidance, portfolio structuring, cash flow forecasting, and policy development.
He earned Bachelor of Science degrees in Finance and Business Economics from Marquette University and a Master of Business Administration from Hamline University.
Dr. Jay Staley is a K-12 Director with Baker Tilly Municipal Advisors, LLC, operating out of the firm's greater Indianapolis, Indiana practice. Described as a "value architect," Dr. Staley specializes in helping PK-12 public school systems navigate intense fiscal pressures to optimize their budgets and achieve their core educational missions. His consulting practice focuses on strategic financial planning initiatives, long-term capital forecasting, budget monitoring, and delivering localized school finance training. Dr. Staley brings more than 30 years of experience in public education to Baker Tilly, including 26 years serving directly within school district leadership teams. This deep, in-district perspective allows him to ground his advisory services in real-world educational operations.
Dr. Beckie Stobaugh is an Innovation & Impact Learning Experiences Strategist for Meteor Education, where she partners with school districts nationwide to design learning environments that foster student agency and engagement. A former middle and high school teacher, university professor, and instructional coach, she brings deep classroom and leadership experience to her work with districts across the country. She has authored multiple books on critical thinking and instructional design and is passionate about helping educators create future-ready learning experiences
Employer Relations Manager, Minnesota Unemployment Insurance Program – Amber has 25 years of experience at the MN Dept. of Employment & Economic Development (DEED). She specializes in Unemployment Insurance (UI) and provides UI information to employers and business stakeholders all around Minnesota. Her purpose is to ensure you have the information you need to conduct your UI business effectively, efficiently, and correctly.
Elizabeth serves as the Director of Human Resources for Meeker and Wright Special Education Cooperative (MAWSECO), a special education cooperative supporting seven member districts and eight specialized educational programs. With over 22 years of dedicated experience within the special education business office environment, Elizabeth is a seasoned leader in end-to-end HR operations. Her expertise spans the full employee lifecycle, including employee onboarding and licensure, compensation and benefit administration, payroll processing, contract and absence management, and rigorous state and federal reporting. Beyond the technicalities of compliance, Elizabeth is deeply committed to elevating the employee experience and providing strategic support to supervisors. Outside of the office, she is a proud sibling to five and aunt to 12. An avid traveler and lover of music and football, Elizabeth can often be found on the golf course, on the ice with a fishing rod, or testing out new recipes in the kitchen.
Josh Sumption serves as the Chief Technology & Information Officer for SWWC Service Cooperative, based in Marshall, MN, where he provides strategic leadership for technology, cybersecurity, networking, instructional technology, and digital services that support member school districts across southwestern Minnesota. Through more than two decades of service, he has helped guide large-scale technology initiatives that improve operational efficiency, educational outcomes, data privacy, and information security. As a Certified Education Technology Leader (CETL) and Minnesota’s State E-Rate Coordinator, Josh is recognized for his expertise in K-12 technology leadership, digital equity, broadband connectivity, and technology funding programs. He is a frequent presenter and advocate for innovation in education, helping school leaders navigate emerging technologies, cybersecurity challenges, the E-Rate program, education technology leadership, and organizational change. Josh is also a lead organizer of the annual IT² Conference and Minnesota Technology Leadership Conference, two of Minnesota’s premier professional learning events for education technology leaders. His leadership is defined by a commitment to collaboration, continuous improvement, and leveraging technology to create meaningful opportunities for students, educators, and communities.
Mitch Thompson is a director of digital growth for CliftonLarsonAllen LLP (CLA), focused primarily in working with state and local government clients. He works with clients to support data management, grants management, workflow automation, predictive analytics, and machine learning. Collaborating with clients to make sense of their data to help make more effective, real-time decisions are his priority. Mitch is a retired police chief, having served for 29 years in various leadership roles for most of his career. Since 2018, he has been in technology consulting for government clients at the federal, state, and local levels. His career has allowed him to be on both sides of the project continuum, as the client and the vendor, giving him a unique capability to help drive successful outcomes.
With nearly 30 years of experience, Joe Truehart is responsible for identifying opportunities and growing Hoffman’s development projects that ultimately transition into design and construction efforts. Joe also serves as a project consultant to Hoffman design and construction staff members, having previously served as the firm’s vice president of construction.
Jaime Voigt is the Employer Services Supervisor at the Public Employees Retirement Association of Minnesota (PERA). She joined PERA in 2014 and has held various roles within the organization, gaining extensive experience in employer reporting and member record administration. In her current role, Jaime oversees teams responsible for the accurate posting of contribution and salary files and for answering questions related to maintaining member records. She also oversees the development of employer reporting resources and serves as the business owner of the agency’s online reporting tool. In addition, Jaime creates and presents educational content for local government and school district employers to help them understand and fulfill their PERA reporting responsibilities. Jaime holds a Bachelor of Science degree in Marketing and a Master of Business Administration with an emphasis in Finance.
Lori Volz is a director with Baker Tilly Municipal Advisors specializing in serving public schools. She has more than 40 years of experience in the field of school finance, previously serving as executive director of finance and operations, deputy superintendent for public school districts and municipal advisor. Lori is a member of the MASBO Legislative Committee and holds a school superintendent license through the Minnesota Department of Education. She was a recipient of a Pinnacle Award through ASBO International as well as a MASBO School Business Official of the Year.
Linda Gail Walker is the Executive Director of Innovation and Impact at Meteor Education, bringing over 30 years of experience in education. Her roles have included classroom teacher, professor, administrator, diagnostician, and district gifted specialist. Linda has developed programs focused on teacher wellness and social-emotional learning, collaborating with school districts nationwide.
Chris Williams has been a consultant at Aviben for 8 years. He specializes in HRAs, FSAs, and ACA employer compliance. Before Aviben, Chris attended the University of Northern Iowa where he received a BA in Business Management.
Zach Wise is a Principal Supplier Development Executive at Sourcewell with 20 years of experience in government contracts, marketing, and sales. Zach drives communication and marketing strategies that increase vendor engagement, promote contract value, and support awarded vendors and Sourcewell members.
CPE Credits from the National Association of State Boards of Accountancy (NASBA) are offered for select sessions, and have a “CPE” designation after the title. Credits from the Minnesota Board of School Administrators will continue to be provided for the full conference.

The “MASBO Credit” is our standard credit and will be offered for each one-hour live or recorded session. MASBO Credits can apply toward your MASBO certification designation.
Minnesota Board of School Administrator (BOSA) Credits: 9
Approved administrative continuing education credits are available for most MASBO conferences, workshops and professional development programs. To receive credit, registered attendees must attend the full event, and will be emailed a link to the certificate of credit.
CPE Credits
The Minnesota Association of School Business Officials is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Complaints regarding registered sponsors may be submitted to the National Registry of CPE Sponsors through its website: www.NASBARegistry.org.
The instructional delivery method for all sessions is group live, and no prerequisites or advance preparations are necessary for participation, unless otherwise indicated. All may attend. To receive credit for CPE-eligible education sessions, attendees must be registered conference attendees and wearing a conference name badge, must verify attendance at the beginning and end of the session, and complete the session evaluation. The session moderator will maintain the log during the session. Qualified attendees will get access to their certificate in their Learning Center account under the Credit Tracker tab.
QR Code Scanning for CPE Credits
The Fall Conference will feature QR Codes on your name badge. At each meeting room with a CPE course, there will be an iPad to scan your QR Code. You must scan in AND out to receive CPE credit for the session attended and complete a paper session evaluation.
Please note that this is ONLY for CPE credits needed for CPA’s--MASBO and BOSA credits are assigned in the same way as in the past, and do not require using the QR code sign-in process.
