MASBO Institute is a comprehensive introduction to all areas of school business management, intended to be a foundation for those new to the profession, as well as for those already in the profession to gain a wider overview and perspective of school business functions. Due to the continued challenges with the pandemic, the Institute will be held in a hybrid format with recorded content and live sessions released over two weeks. Attendees should block out the days so they can fully engage. In order to successfully complete the MASBO Institute, at least 90% of each live and recorded session must be attended or viewed.
Register by January 31 to be mailed the binder of materials. Registrations after January 31 will be provided materials at the onsite program.
Credits: A total of 18 MASBO credits will be offered for the Institute. For live and recorded online sessions, your viewing is tracked by the Learning Center. Credits for each session are granted if you have viewed at least 90% of the session.

Kim Eisenschenk is currently the Executive Director of Business Services at ISD 728 Elk River Schools. Prior to that, she held a similar role at, Northeast Metro 916, Sauk Rapids-Rice Public Schools, Hutchinson Public Schools and Dassel Cokato Public Schools. She began her career as a shared accountant with Region III CmERDC, in St. Cloud, and was a public school auditor for Kern DeWenter, Viere, LTD, after graduating from St. Cloud State University with a Bachelor's degree in Accounting.
Dr. Bittman has served as Superintendent of ISD 728 since July 1, 2017 and grew up in the area. He served as Superintendent of the Sauk Rapids-Rice School District since 2010 and until joining ISD 728. Prior to that time, he served as Assistant Commissioner at the Minnesota Department of Education, Director of Elementary and Secondary Schools in the Centennial School District, and as Director (Elementary) in the Clark County School District in Las Vegas, Nevada. Throughout his career, he was named as Coach of the Year, Teacher of the Year, and the 2016 Minnesota Superintendent of the Year.
Terri Yetter is the Director of the School Finance Division at the Minnesota Department of Education (MDE). The division provides support to state policymakers in developing and evaluating education finance policy; implements the state’s pre-K through grade 12 education finance program by determining state aid entitlements and property tax levy limitations for local education agencies; maintains the state’s Uniform Financial Accounting and Reporting Standards (UFARS), Minnesota Automated Reporting for Students System (MARSS), and Special Education Data Reporting Application (SEDRA); administers agency programs relating to school facilities, pupil transportation, and school district organization; provides financial management assistance to local education agencies; and conducts financial audits on data driving school aids and levies.
Terri has 30 years of experience in the School Finance Division at MDE. She holds a Master of Arts in Urban and Regional Planning from the University of Iowa, with a concentration in public finance and economic analysis. Before joining MDE, Terri worked for the Iowa Legislative Fiscal Bureau as a legislative fiscal analyst for the education funding committees.
Deb graduated magna cum laude from Augsburg University with a B.A. in Business Administration with a concentration in accounting and finance. She was an auditor for 4 1/2 years for the Minnesota Department of Transportation, and has 16 years of experience as a Supervisor of Accounting for two different school districts. Deb has worked at MDE since December 2014 in the Division of School Finance.
Before joining the Minnesota Department of Education (MDE), Molly worked in both school operations and charter school authorizing, providing oversight to schools that were both operational and start up. She holds a BS degree from Augsburg University in mathematics.
Gayra Ostgaard is the Data Management and Student Accounting Supervisor at the Minnesota Department of Education. She has been at MDE for seven years and prior to joining School Finance worked as the Data Governance Coordinator for MDE. Her team of nine people is responsible for many of the data the systems districts and charters report funding related data to MDE including but not limited to MARSS, transportation, and PSEO data.
Sarah Miller, Director of Business in three Minnesota schools/consultant with Minnesota charter schools - 12 years. For the past 12 years, at the Minnesota Department of Education (MDE) – Financial Management/Budget Facilities teams. Bachelor of Science Degree in Business Administration/Accounting from UNC, Greeley, Colorado. Homeland Security Emergency Management representative for MDE.
Troy has been working with school districts for over 30 years helping them plan and design new and renovated facilities. In 2020, he received the Associate Leaders Award from MASBO for his outstanding contribution to the advancement of the school business profession. His chief interests are in educational planning and designing buildings that are a unique as the communities they serve. A frequent presenter at professional associations, Troy‘s passion for promoting sustainable design and healthy building strategies to help achieve better student performance is contagious.
Dr. Shawn Hoffman-Bram is the Director of Community Education for the Eden Prairie Schools. Prior to Eden Prairie Shawn held Director positions in St Cloud and Willmar and a coordinator position in White Bear Lake. Shawn has a masters in Community Education and doctorate in Educational Administration. Shawn has been in the Community Education field for over almost 30 years and held various leadership positions at the state level.
Amy Diedrich is an employee benefits and property/casualty insurance consultant with Marsh & McLennan Agency. Amy has been working with MN Schools for over 20 years. She has worked in a variety of roles giving her a unique perspective. Amy spent her career identifying emerging risks and finding creative solutions to address them.
Derrick has been in the pupil transportation industry since 2001 when he became the interim Director of transportation for Eden Prairie Schools, Eden Prairie, MN. In 2002 he was hired as the permanent Director of Transportation for Eden Prairie Schools. In 2009 he was hired as the Supervisor of Transportation for Hopkins Public Schools, Hopkins, MN. Derrick has BA in Corporate Management and a minor in Economics and Spanish.
Paul Ferrin is currently the supervisor of the special education funding and data workgroup at the Minnesota Department of Education. He has worked at the department for 5 years in various roles including monitoring special education expenditures and providing data analytics to the special education funding workgroup.
Jill Bemis, Education Finance Specialist, has been with the Department of Education since 2011. Her primary focus is providing technical assistance and reviewing expenditures for inclusion in the state special education aid formula. She reviews Alternative Delivery of Specialized Instructional Services (ADSIS) budgets, Access to Career and Technical Education - Special Education (ACTE-SPED) transactions, vehicle and construction requests, and special student placement applications.
Michelle Jones is an Education Finance Specialist. She has been working with the Special Education Funding and Data Team for more than 30 years. She is responsible for calculating the special education tuition billing adjustments, SERVS Financial Chart of Accounts (including load of federal allocations into SERVs Financial), SERVS application approval and EDRS Budgets for Part C, Preschool Regional and Low Incidence; Fund Balance Adjuster, and the Child Count process.
Aaron is a Partner with Malloy, Montague, Karnowski, Radosevich, & Co., P.A specializing in governmental auditing and consulting. He has worked with school districts and other local governments for over 20 years. His areas of expertise include governmental auditing, accounting, federal financial assistance programs, Certificate of Achievement for Excellence in Financial Reporting programs, management consulting services, internal control studies, operational reviews and cash flow projections.
Jackie Huegel is Principal at MMKR, and specializes in meeting the unique accounting needs of school districts, municipalities, and other governmental entities. Jackie has conducted audits of these groups, including those required for their associated federal financial assistance programs. She specializes in assisting municipalities and school districts in obtaining and retaining the GFOA and ASBO Certificates of Achievement for Excellence in Financial Reporting, and in the implementation of new accounting and financial reporting standards
Steve Pumper joined PMA Financial Network in July of 2009. Prior to joining PMA, Steve worked as a school business manager in Minnesota schools for 22 years. He brings that experience in helping PMA develop services that are beneficial to the Business Manager in the field. Steve is a Registered Representative with FINRA and holds his series 7, 50 and 63 securities licenses.
Trevor Helmers is a shareholder with the law firm of Rupp, Anderson, Squires & Waldspurger, P.A., practicing in all areas of school law, municipal law, labor and employment law, land use and environmental law, construction disputes, and civil and appellate litigation. He conducts employment investigations and leads contract negotiations, and his litigation experience includes lawsuits, arbitration proceedings, special education hearings, and a host of other administrative actions. Trevor regularly presents on topics from all areas of his practice, including developments regarding student searches and social media concerns for school employees and students. He is a member of the Minnesota Council of School Attorneys, the Minnesota State Bar Association, and the Hennepin County Bar Association, and has served as a Board Member for the Hennepin County Bar Foundation. He earned his B.A. degree with honors and distinction from Iowa State University, and his J.D. degree, cum laude, from the University of Minnesota Law School.
Steve is an Employee Benefits Consultant for National Insurance Services (NIS). Steve has 26 years of experience with employee benefits. Steve specializes in employee benefits consulting for Minnesota schools, cities, and counties, including fully insured, self-insured, and stop-loss plans. Steve brings unique and creative ideas to the table to engage employees in their own health and wellness to lower utilization trends. For his public sector clients, Steve specializes in compliance, self-insurance, cost mitigation, utilization, analytics, wellness plans, strategic planning, and more. Steve is a licensed insurance agent and is also Medicare Certified.
John represents school districts and charter schools throughout Minnesota on a wide range of issues. He has worked with public sector entities in Minnesota for his entire legal career.
Sherri is the current Coordinator of School Nutrition Services for the Rochester Public Schools and has worked in school nutrition for the past 28 years. She has been very active in the state and federal school nutrition associations during this time.
Barbara Mechura has been Director of Nutrition & Lifestyle Services at Hopkins Public Schools since November 2007, and in school nutrition since 1988. Her work is to guide and support District efforts in building a healthy school environment for our students and staff. She does that by helping school administrators, teachers, school staff, parents, students & community learn and understand the importance of individual health and how it relates to their work in education and our students future.
